Thanks for the mention - I think you have a good idea with the OPEF fund... I think it is kind of like the idea of teaching a man how to fish rather than giving him a fish. By establishing an actual emergency fund for someone, they will probably less likely to spend it than if you gave them a $20 bill.</description>
